Mayfield Bill Strengthening DCFS Youth Transition Support Advances To House Floor

SPRINGFIELD, Ill.–State Rep. Rita Mayfield, D-Waukegan has passed legislation out of committee aimed at better protecting youth transitioning out of the care of the Illinois Department of Children and Family Services (DCFS).

“Every young person aging out of care deserves stability, transparency and the support needed to successfully transition into adulthood,” Mayfield said. “This bill is about making sure youth in DCFS care are heard, informed and given the resources necessary to build secure futures.”

Senate Bill 3196 strengthens support for individuals aging out of DCFS care by providing them a greater voice in transition planning and improving access to important resources and information. The bill requires DCFS to work with a youth advisory board to improve transition programs, create individualized youth-driven plans and communicate available services and benefits. It also helps youth better understand and access money managed on their behalf, strengthens financial education around benefits and ensures they know where important documents and accounts are located.

“The legislation is focused on giving youth the support and stability they need,” Mayfield said. “I’ve seen how much they carry. We cannot expect young people to step into adulthood empty-handed. These young people deserve more than just a system — they deserve real support.”

After passing out of the House Adoption and Child Welfare Committee with bipartisan support, the bill now heads to the House floor for further consideration.
